The Local Government of Buhi complies with the conditions of good governance based on National Budget Circular 542 issued by the Department of Budget and Management on 29 August 2012. The circular reiterates compliance with Section 93 of the General Appropriations Act of FY2012 Section 93 of RA 10155.

A Transparency Seal, prominently displayed on the main page of the website of a government agency, is a certificate that it has complied with the requirements of Section 93. 

The Local Government of Buhi is committed to be fully transparent to the public regarding its financial status and transactions. It is dedicated to achieving Good Financial Housekeeping as part of its overall thrust in serving its constituents and satisfying relevant policies by the state’s auditing body, the Commission on Audit (COA).

Accordingly, it has been abiding by the DILG’s directives on the Full Disclosure Policy (FDP) of Local Budget and Finances, Bids and Public Offerings. The said directive was under the DILG Memorandum Circular No. 2013-140 (1st Quarter posting period).

Symbolism

A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value.

The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance. This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient – a shining example for democratic virtue in the region.

The RA7160 also known as the Local Government Code of 1991 gives the local governments powers to ensure the preservation and enhancement of culture, promotion of health and safety, right of people to a balanced ecology, development of technological capabilities, improvement of public morals, economic prosperity and social justice, full employment of residents, peace and order, and the convenience of inhabitants.
